Dr Hijazi is Vice Chancellor Muslim Youth University Islamabad. He is an economist with forty years’ experience of research, teaching, training, consultancy and management.
As manager he worked as Dean, Vice President and Vice Chancellor of Universities for over 20 years and achieved management excellence in each assignment. He was member central team in starting International Institute of Islamic Economics at International Islamic University, he initiated Mohammad Ali Jinnah University Islamabad campus as campus head and dean, started eight departments and 20 programs as dean in International Islamic University Islamabad, established 14 additional programs at University of Central Punjab as Rector, established and running for seven years two colleges as entrepreneur.
As consultant he worked with World Bank, UNDP, UNESCO, ILO, UNICEF, ADB etc. in over 35 projects with a duration of two months to 18 months. His work was mainly in the area of evaluation, critical analysis, and implementation of reform. As a consultant and developer Dr Hijazi worked with UNDP in backward areas of Baluchistan as a team leader to identify the issues of backwardness, and to finds its cure. His team consisted of experts of agriculture, horticulture, Small and medium enterprise, gender studies, water shed management and arid area development. He travelled through the area and interacted with the residence during implementation of various initiatives.
Policy has been his strong area of concentration. On the request of government of Pakistan took the challenge of reforming civil service of Pakistan as member Planning Commission and after extensive work in various areas of reform made 23 recommendations to prime minister for implementation. These recommendations included E-filing, E-governance, performance contracting converting performance into E-format, performance Evaluation based on E- 360 degree evaluation, reforming civil servants in service training system. PC-1 electronic system of developing and monitoring was also part of the IT policy in the governance system.
As a researcher he has produced over 48 international journal papers in the field of Economics, Human Resource Management, Institutional Economics and Finance. He also supervised eight PhD and a large number of MS thesis in the field Finance and Management. As a teacher he taught over 120 undergraduate and graduate courses in universities belonging to four countries including USA, Greece, UAE and Pakistan. The courses were in the areas of Economics, Human Resource Management and Research Methodology. As trainer he trained both corporate and public sector in a variety of areas including governance, Institutional Economics, Human Resource Management, Vision Mission and Public Policy. He also worked with Asian Development Bank as training methodology expert and managed training of 1,200 plus government servants in the implementation of local government system. He also trained civil servants of Pakistan Nigeria and Kuwait and government officials of various ministries, departments and sections in Pakistan. He is a regular trainer of Pakistan Institute of Parliamentary Services and National Institute of Management Government of Pakistan and National Institute of Public Policy.
Dr Hijazi has completed his PhD from Clark University USA in 1994. He did his Masters in Economic Policy from Boston University USA and Master of Science in Economics from Quaid-e-Azam University Islamabad. The key area of PhD research was Institutional Economics and Governance.
